Do all the same PR links have the same value?

The simple answer is no. Here's an simple example explaning this, consider 2 website with similar pagerank, ipl.org and carlosbakery.com both these sites have PR4. But if you are around SEO for a while you might notice that a link from ipl.org will be consider far more valuable than a link from carlosbakery.com. Getting a link from ipl.org is a big deal and its one of those site that Google trusts.
We know Google have internal Authority and trust ranking that it gives to site. These rank are not completely invisible, it will take some guesswork and understanding to figure out which link worth more than others and make your calculations accordingly. So in the end, don't go blindly use your brain. They may look same at the surface, but you need to find the underlying difference to find the truth.

well, nice sayings actually .org,.gov,.edu links are treated very well by google, if you have a link from those, chances are that you will rank high.
So very true. Also, if you are 1 of 100 links on a page you have minimal value. But if you are the only link, you pretty much get all the PR juice from that page.
